Online Lottery public survey to be held in Thailand

Thammasat University has been asked to oversee a public survey on the online lottery before the government decides whether the project should go ahead, says the Government Lottery Office .

Permanent secretary for finance Sathit Limpongpan said the poll had to be conducted by an independent institution and needed to focus particularly on lottery buyers and people involved in the business.

At least 10,000 people would be interviewed, said Mr Sathit, who also is the GLO chairman.

The GLO has given Thammasat authority to select a poll agency.

Nakarin Mektraitrat, dean of the faculty of political science at Thammasat University, said the number of people to be surveyed would be high.

"Past public surveys have been done involving only 2,000 to 3,000 people," he said.

Mr Nakarin, appointed to lead a polling team, said he would select an institution with experience in conducting polls among large numbers of people.

The survey was expected to be finished within 45 days.

Sample groups nationwide would be interviewed on whether they agree with the online lottery.

If they oppose the project, pollsters will ask why and what their response would be if the government were to address any issues they raise.

The online lottery was proposed by the Thaksin Shinawatra government.

The GLO hired Loxley Gtech Technology in 2005 to install ticket machines, but the project has faced delays under successive governments.

It has re-emerged under the Abhisit Vejjajiva government. But despite getting approval from Deputy Finance Minister Pradit Phataraprasit, who supervises the GLO, the government has been reluctant to go ahead, demanding an examination of the legal aspects as well as social impact such as the potential for addiction.
