Online Lottery Scheme nears approval

Approval of Thai online lotto scheme has moved a step closer.

Deputy Finance Minister Pradit Phataraprasit has approved the project and forwarded the plan to Finance Minister Korn Chatikavanij for final approval.

Mr Pradit, who supervises the Government Lottery Office, said yesterday he had approved the plan proposed by the GLO board and passed it on to Mr Korn.

In 2005, the Government Lottery Office (GLO) hired Loxley GTECH Technology to install online lottery vending machines. The firm is a joint venture between Loxley and Gtech Co of the United States.

Despite legal disputes, Mr Pradit and permanent secretary for finance Sathit Limpongpan have confirmed the GLO can go ahead with the project without having to seek approval from the cabinet, if it complies with the Government Lottery Office Act of 1974.

Under the law, 60% of income from running the online lottery must be spent on prizes (punters' winnings), 28% must go to government coffers (remitted to the Finance Ministry) and 12% reserved for the GLO's operational expenses.

The Surayud Chulanont government halted the lottery operation - launched by the Thaksin Shinawatra government - because the revenue split did not comply with the law.

The Finance Ministry and the GLO reviewed the project and ordered the revenue sharing agreement to comply.
